Background

After Kelbajar fell, Armenian forces continued beyond the former NKAO into surrounding Azerbaijani districts. Azerbaijani politics was collapsing in the same year, culminating in Aliyev's return.

Offensives and consequence

Aghdam fell in July 1993; Fuzuli and Jabrayil in August; Qubadli at the end of August; Zangilan in October. The operations displaced roughly 600,000–750,000 Azerbaijanis across the surrounding districts. Human Rights Watch documented widespread civilian flight, looting and destruction in the war zone.

The offensives gave Armenian forces strategic depth but transformed the diplomatic case against them. The UN Security Council resolutions demanded withdrawal and reaffirmed Azerbaijani territorial integrity. Armenian security and Azerbaijani displacement were locked into the same map editorial.
