Mehriban Aliyeva is the First Vice President of Azerbaijan and the most visible dynastic figure in the Aliyev system after Ilham Aliyev himself. Her public role is built around the Heydar Aliyev Foundation, cultural diplomacy, restoration projects, UNESCO-facing patronage and the presentation of Azerbaijan as a modern, wealthy and internationally connected state. The 2016 constitutional amendments created the vice-presidential office, and her appointment in 2017 formalised family succession inside the state structure. In atlas terms, she matters less as an independent Karabakh decision-maker than as evidence of how Azerbaijani power is organised: ruling party, presidency, family foundation, cultural policy and international image-making are mutually reinforcing. That matters for heritage disputes because cultural restoration and cultural erasure accusations both enter the same field of state branding.
