Biography
Russian Imperial statesman appointed Viceroy of the Caucasus in May 1905, immediately after the February Baku massacres. His reports on the 1905-06 Armenian-Tatar violence, including the Shusha disturbances of August 1905, are the canonical Russian Imperial primary source. Generally moderate; tried to manage rather than instrumentalise inter-ethnic tension, though his administration also kept the strategy of playing communities against one another.
