Azerbaijani state-aligned charitable / cultural foundation, headed by Mehriban Aliyeva (President Ilham Aliyev's wife and, since 2017, First Vice President). Among other functions, the principal funder and organiser of the post-2009 internationalised "Justice for Khojaly" diplomatic campaign that has produced ~15 state-level recognition resolutions of the Khojaly killings as genocide.
