The Yukhari, or Upper, Govhar Agha Mosque is the principal Friday mosque of Shusha and one of the most important Azerbaijani monuments in the city. Its deterioration during Armenian control after 1992 was a major Azerbaijani grievance, especially because Shusha is central to Azerbaijani cultural identity. The Iranian-backed restoration begun before 2020 was politically delicate: it acknowledged the mosque's value while the city remained under Armenian control. After Azerbaijan retook Shusha, the mosque became part of a broad state restoration programme. The site should be read with Armenian churches in Shusha, not against them. The city's heritage record is not a competition of single monuments but evidence of a multi-confessional urban world repeatedly broken by war.
