Treaty of Berlin (Article 61)

Multilateral revision of the Russian-imposed Treaty of San Stefano. Article 61 obliged the Ottoman Empire to introduce reforms in the six "Armenian provinces" of eastern Anatolia and to report on them to the European powers, a non-self-executing commitment that was systematically ignored.
